Bagman claimed they were underage, IIRC, but if that were true, he'd also be in trouble for making a bet with them, with both political and legal consequences. He was just as wrong for taking the bet.

Actually, Bagman would be the only one who was wrong. The twins are underage = they don't have adult rights = they don't have adult responsibilities.
