It's totally Norbert. Hagrid has a habit of keeping creatures that are terrifying and 'damnit, Hagrid!' at first and then turn out to be useful.

I was wondering if that was Norbert as well. That would be so cool. Seriously.

Side plot of Norbert, seemingly wrapped up in a few chapters. Then in book seven, BOOM! There's Norbert again playing a major role.

Here's a thought, what if the horntail in book 4 was Norbert as well?

Norbert DID go to Bill or Charlie's (whichever Weasley brother deal with dragons) Romanian dragon keeping thing, so if Harry contacts that Weasley brother, why not? It'd be AWESOME!
