Ok, this will probably just be me.
First up, D&D 4e. I'm gonna pretend this guy is a PC and put him squarely in the middle of paragon tier. I'm using the hybrid class rules; you could also go multiclassing feats, but the text of the email suggests it's more of an even blend.
From the powers described by VB, I'd be inclined to say this thing is a Warlock/Shaman, not a wizard, but I'll take his word for it.
