thought_ribbon decided to go for an April's Fools joke on Barrowmanfans stating a fake Daily Mail article about John Barrowman announcing that he and partner Scott will have a baby by August thanks to a surrogate
(original entry with text deleted, but still up at OP journal )

As you may guess most people were either really happy for the actor and his partner, while others called the bluff


Then misaditas,(who made the OP delete the original text), aresnz and some nameless mice call the joke too sensitive because Barrowman really do wants a child (while his partner may or may not)

More Mousies (who perhaps aren't so anonymous as they believe) point out that you can only make an April's Fool Joke before noon, even if you are in another time zone as they are, and start attacking the OP as "not a fan" since she once also faked Barrowman's address in a FanFic

In some places, yes. I know in England it's certainly the case, and Wiki says that's the case in some other countries as well, most of which are former British colonies or still part of the Commonwealth. Apparently in most other places it's fair game all day, but - yeah, local flavor, I guess. It's either that or the Just William stories lied to me all these years...

Note: Am British and it's way past noon, so this is an entirely serious answer.

Only if it happens to be a Thursday. If April Fools falls on a Monday, for example, you have to do your pranks before 2:12 AM GMT+2.

The argument that an April Fool must be very obviously not true is a weird one to me. Reminds me of an old April Fool's announcement where Ben Stiller was set to direct a dark comedy called "Charles Nelson Reilly Must Die". A writer had a big studio and a big star interested in a biopic about Reilly, but couldn't get the movie made because Reilly, still alive at the time, legally holds copyright to his life. The writer sets off on a wacky campaign to try to kill Reilly. It took most of the day for people to realize it was an April Fool, because it sounded like a pretty good idea for a comedy. Especially since Bruce Willis was slated to play Reilly in the biopic.

The only mention of this left on the 'net is an old Metafilter post. Sads.
