I suspect/fear that the author is a lot like me, in that their style of organization and/or writing is dendritic - constantly going off on tangents and branches and asides, and then coming back to the trunk or branch point, to start off in a new direction or a whole new fractal of thought.
Unfortunately, this tends to bug the hell out of people who've forgotten what you were saying two minutes/long comma-spliced paragraphs ago, that you've just jumped back to. Or don't care. Part of the editing process is pruning all of these branches until you have a single coherent thought (despite the author's desire to show ALL the details and bits of description and so on that hang off of it).
