Possible, but indignant cries of "OMG THEY STOLE MY GREAT IDEA!" aside, some ideas (especially bad ones) are a lot more common and/or low-hanging than we realize/like to believe.

IMO, ideas are actually cheap and easy. Executing them, well, is hard and expensive (in time, effort, and sometimes money) and where most seem to founder.
