If you don't do anything incredibly stupid (like the fic writer who wrote an author for permission to use her character, was refused, went ahead and printed anyway, and included an introduction saying that she hoped the author would change her mind once she'd read it!), and don't make money (hard to do with fic or zines, but there are a couple of people who are notorious for doing so), you'll probably be okay. Many PTB say they have no problem with it at all. And nowadays fanfic is so mainstream that they make jokes about it on sitcoms.

But if a property owner tells you no, either don't do it, or keep that shit locked down.
