Yep. And they can claim that they need more than they do and have less than they do, and there's no transparency, and the people left holding the ball for crap are the ones who started the accounts and did the soliciting, and the people running it can claim they never got any money from them... and that's just off the top of my head. I don't know why it would even occur to anyone to do something like this if they were simply inept rather than something else.
