I'll bet it was unlocked for the cleaners, because that's just the hotel routine, and no one put two and two together until the vendors got there. Which could be a communication fubar amongst almost any of the parties involved, including internally at the hotel.

The LLP stuff is interesting because once again it shows the organisers had no idea what they were doing and how that affected everyone around them. Ignorant of their own ignorance etc.
