This is what I got from WoWHead and conformed for myself.

"If you are on a PvE server and are one of the people who hate Wintergrasp and being forced into PvP, or just don't like being interrupted/ganked while trying to do your dailies, then fear not.
There is a "sweet spot" at exactly 47.6, 83.2 (12.7, 40.4 if you are using the Dragonblight map) where you can fish in the waters of Wintergrasp without being flagged for PvP combat.
For those without coords it is almost exactly the southern middle tip of Wintergrasp overlooking the Borean Tundra - Dragonblight crossover."

"To the west of Icemist Village on your Dragonblight worldmap you'll see 2 small bodies of water at the very western edge of your map. If you fly over there you'll be flying over Westwind Refugee Camp. You'll see a 2-level waterfall, fly to the top. At the top you'll see it's bordered by a long sheet of ice with granite on both sides. Facing north on your map, you'll see the right most edge of ice comes to a point. That point is the divide between Dragonblight and Winterspring. There's a vortex that stands there who is easy enough to kill. After he's gone, you can move up a bit safely and and fish into winterspring. You might get the "water too shallow" warning but keep trying. Eventually it'll land. Took about 10 non-stressful, non-flagged peaceful minutes to complete this quest."
