So on the bbcnewsworld LJ feed, the following headline/summary appears:

2:22p - bite-size newsblog wank
A frivoulous post in the Guardian's Newsblog about an irreverent pair of British students provokes an angry response from one of its American readers.*
Basically, these two students plan to travel across the States breaking all the unusual and seemingly redundant byelaws they can find.

4:42p - It started off innocently, and cutely, enough.
Background: a mother decides that her daughter's an artist. She makes a DeviantArt account. She puts up her four-years-old daughter's for view. People complained about the, well, scribblings.
