Not to be, like, wanky like this person... but an actual libertarian would be all for people helping other people in need. They just would dislike having it mandated by the government or similar authority. Some (pseudo) libertarians are assholes, to be sure, but there are assholes all over.

Yes, I think people should take personal responsibility for their actions. But a natural disaster is obviously a very different situation, one I myself have mixed feelings about; mostly my opinion is that helping people is the first priority and learning from the disaster is the second. I'm not entirely sure that there's actually any blame to be assigned in a situation like this one.
