Because when they're soft and fuzzy and calm it feels nice, and breasts can be nice and pillowy for an animal to lie on or against, and there's something amusingly goofy about it, that an animal's instincts for a cozy, warm, safe space could be met by cleavage.

One of our cats chooses my breasts to lie down on or knead whenever he gets a chance--I've never encouraged this, it's entirely his own doing. Fortunately, at 14 lbs., he is much too big to actually put in my cleavage (even with D cups).
