It sure can be. In the American South, to bless someone can mean anything that whoever is saying it (usually a very sweet woman over the age of 40) wants it to mean, and they'll always say it in the exact same tone of voice, whether they actually mean, "aw, you poor thing" or "God, you're an idiot".
