I neglected to introduce the fact that the story is online and was originally posted as a blog. The person that wrote the blog deleted it and persons unknown reposted this blog elsewhere.

Wait... I'm confused. He partially wrote it himself, but it was originally a blog that some unnamed person wrote and then deleted, and mysterious Internet Elves reposted it elsewhere, and now he wants to spank it up for professional publication. Shouldn't he get the rights back from the elves first? Or are they holding his coherence captive, and they won't give it back until he pounds out the rest of the story?
