It's one of the pro-lifer arguments attempting to carpetbomb the "good life" ethical question. Namely, if you know ahead of time that there is little to no chance of a child having a good life -- being born with a disease that kills in early childhood, or with no brain, or in dire poverty, or addicted to cocaine or whatever -- is it ethical to abort them?

Anyway, the "Beethoven" argument basically attempts to scotch this question by saying that if you abort any child, anywhere, no matter how averse their circumstances, you might be killing Beethoven! And if you don't abort a studious, healthy, vegetarian child, you are supporting Hitler! It's kind of weird.
