I'd say that's why the one and only decent part of No Child Left Behind is its insistence on highly qualified teachers -- aka actual educators.

I tutor teachers who are having trouble passing the state tests mandated by NCLB. It's not as effective a weeding-out process as you want to think it is.

oh no I've taken those tests. I'm not impressed with that part of it. I think I might just have too much faith :,(

A bit OT, but I think even the highly qualified teachers bit is a clusterfuck. IMO majoring in Political Science or History qualifies one to teach social studies, but you can't do that now without an additional endorsement. Argh.
