I don't wish to make it a guessing game. What I want is for people to read the whole damn thing attentively.

Maybe 00goddess wants everyone to hang on every precious word of her oh-so-wonderful rules, but the point of announcing changes is to (a) avoid wasting everyone's time rereading rules, 99% of which they already knew/were expected to know, and (b) to make it clear that you're acting in good faith and not using pages of benign rules to mask something objectionable.
