I think the new healthcare legislation requires some health insurance for full-time workers, since I recall some large franchises making the news as trying to employ more part-time workers so they didn't have to pay their benefits. -_-

The US food service industry is a mess. Sometimes I think if a place advertised that they paid their staff decent wages, I'd eat there almost exclusively when I dined out.

(But probably not in this case.)
