I almost get the feeling that he's convinced himself that the tips are for the restaurant and not specifically for the server. Like people just leave money on the table for the wonderful meal they just had and whoever is deemed to have done the most work gets it. Which would also explain why he actively keeps them from using the POS system, even if they've already been trained in it, because it means he's doing more work and they're doing less.
