So I googled it. It's a communal working party. It's a Spanish word that applies to native groups in Central and South America. So either he's using it wrong or he's patting them on the back for working together. Yep!
A picture from the cover of "Look" magazine back in the mid 70's- somewhere close to the time he was in Derek Jarman's "Jubilee", and well before he donned the 'Dandy Highwayman" personae.
