Reposted for grammar fail Because they know that there are more than a few people who may have considered buying some issues but were alienated by the behind the scenes shenanigans or the awful content of the books. If they accepted submissions from those people, the results would look very different from the results they want with these surveys. They're essentially pulling the wool over their own eyes.
