The purse in a little over the top - but hey it's Hollywood on Oscar night.
Not to mention that the person carrying the purse is nine. A doggie-in-a-tutu-purse is exactly the kind of thing a little girl would dig so this makes total sense; not to mention, she's always shown up on red carpets with doggie purses, so this has become, like, her signature fashion accessory. It's like Buddy Holly's glasses or ZZ Top's beards or something.
