Mr. Rochester was morally in the wrong, and Jane was right to leave him, however, Rochester wasn't a completely twisted nutbag like Heathcliff, and Rochester had redemption which allowed Jane to be with him in the end. So, I would consider Jane Eyre to be romantic in parts, whereas I don't find Wuthering Heights romantic at all.

Also, Bertha was insane before she was locked up. Bertha's family hid her insanity and tricked Rochester into marrying her. Mr. Rochester wasn't properly caring for Bertha, and he was wrong to try and marry Jane, and I'm sure the improper care (and the infidelity) did not help Bertha's sanity. Hence, Mr. Rochester needing redemption before Jane could be with him.
