If I'm allowed to make a hypothesis based on absolutely nothing at all, I think maybe it has to do with Hollywood stars being used to getting what they want, whether it's sexual encounters or drugs or other stuff, and they don't take well to someone so famous being told "this is not okay," because then they could also be told "this is not okay" and they feel above that. While writers and minor actors of course aren't so pampered.
