I'm about 100% sure it's the latter. These douchewaffles are more concerned with controlling women's autonomy than they are about "SAVING TEH POOR BEHBEHS!!!"
They really don't give a shit about other people's children, they just don't want women to be able to live their lives on their own without being dependent on men. Because, you know, women only exist in the first place to beservile excuse me, "helpmeets" to their male overlords, cos the bibble sais so. (of course it also says you shouldn't eat shellfish or wear cotton/poly blends but hey, whatever.)
