That is a really oddly staged picture, but I think the main issue is that she's in front of him and closer to the camera. She's probably also wearing high-heeled boots, as one does when tramping through a hay field(?) in the middle of the night.

They're standing in the reeds at the Burrow. It's an added, non-canon action scene with the Death Eaters.

I also agree that the staging may have something to do with it. Thewlol also looks to be scrunched down a bit plus Dan is just that short. :p
