It's Commander Valentine of Alpha Squad, Tek Jansen's commander in the back-up stories in the Tek Jansen comic. (The Tek Jansen comic is, of course, based on the cartoon that's based on the fake sci-fi novels that were fake-written by the fictional Stephen Colbert.)

She's basically like Female Nick Fury, In Space. I have iconned pretty much every panel she appears in, though, so if you've looked at my icons, you know about as much as anyone does. :D
